Abdul Hai Qanit, Director of the Center for Strategic Studies at the Ministry of Foreign Affairs of Afghanistan — on the need for cooperation in the Amu Darya basin and joint priorities:
The Amudarya River Basin is not merely a geographic space, but a shared ecosystem and lifeline for millions of people in the region. In the context of mounting water stress and climate change, cooperation ceases to be a choice and becomes a necessity.

This calls for a common framework built around key priorities, including inclusive participation of all basin states, stronger data-sharing and joint monitoring, improved water-use efficiency accounting for losses of up to 50–60% in irrigation systems, deeper technical dialogue, an updated legal framework, integrated basin management, coordinated infrastructure development, and joint climate adaptation efforts.
